Ver. 1.1.3: Maps filter and independent items compatibility

This is a generally recommended update.
Added Features:
- Added “only on Maps:” and related “with note tag:” filters to limit rules to specific Maps.
- Added “(YEP) Prefer base item ID?” compatibility tweak. This adds YEP_ItemCore (independent items) compatibility for filters.
Fixed:
- A typo in the help text.
The Maps filter is backported from Dynamic Actors.
