This is a small API-only update that you can ignore unless you need its feature(s) for use with another plugin.

Features:

Added actorTags(id), eventTags(id) and vehicleTags(stringId) methods to the API, which can retrieve copies of the respective character tags arrays.

(Support for characters drawn on windows is still planned, but likely still some time off.)
